Moscow. September 22. INTERFAX.RU – the Cabinet of Ministers of Ukraine will take the Ministry of economic development and trade (MEDT) of the NJSC “Naftogaz of Ukraine” in management, said on Thursday Prime Minister Vladimir Groisman.
“Today we will take another decision on transfer to management from the Ministry of economic development to the Cabinet company “Naftogaz of Ukraine”, – said Groisman.
In mid-September, there was a conflict around the “Ukrtransgaz”. The Ministry, without notifying the leadership of the NAC, by order dated September 7, renewed the Charter of the company, assuming the responsibility for the administration of PJSC “Ukrtransgaz” in terms of the change of the management Board and the Supervisory Board of UTG, as well as the approval of the financial plan and financial programme, whereas previously this was the responsibility of the Board of “Naftogaz”.
In the words of President of “Ukrtransgaz” Igor Prokopov, the initiative of the subordination of the operator GTS from NAC to the Ministry belonged to him, because the leadership of the NAC and UTG different visions of the future operator in terms of businesses for the management of trunk pipelines, underground storage facilities and services, as well as volume of procurement of equipment for production needs.
Prokop believes that UTG, despite the acquired status of an independent operator, was subject to the Board of the NAC in personnel policy and procurement company.
In turn “Naftogaz” stated that the change Charter has jeopardized the conclusion of NAC credit agreement with the involvement of the WB in the amount of $500 million, is a violation of the terms of the loan agreement with the EBRD and faces potential default on debt guaranteed by the state.
Later, the Ministry reversed the decision on resubordination “Ukrtransgaz” and at a meeting chaired by Prime Minister Vladimir Groisman, the decision was made to establish a working group to formulate concrete steps for the separation (unbundling) of “Naftogaz” and further the transfer of management of state holdings from the Ministry to the Cabinet of Ministers as a collegiate body.
